[civsa] Dismissing Tours for Large Events

During our busy seasons (we have two sessions of about 350 guests), guests
listen to a 30 minute info session and, during that time, the College
Ambassadors come in quietly and scope out the room to divide it up equally
among themselves. It's a "guesstimation" system, but each College
Ambassador stands next to a section of the room that represents roughly
25-30 guests so groups tend to be pretty equal. Once the info session is
over, the CAs take their groups out one by one and begin their tours.
