[civsa] Visitor meals in the dining halls

We pay for our guests to eat in the dining hall if they would like.  It is
an all you can eat buffet with several stations to choose from.  We also
have a gluten free station as an option as well.  The price for us to pay
for each guest is $6.50 per person.
