[civsa] Tour guide hiring process

Hi Jasmin,

For tour guides, we post the position with HR, review applicants, do an
interview with a student ambassador, myself and one of our other managers.
Once they are hired, they must pass a mock tour.  We also do surprise tour
evaluations a few times per year and an employee evaluation on each of our
guides.
