[civsa] Tour Shadowing Strategies

Our volunteer coordinator assigns guides in between their class schedules
to shadow current tours going out.  This could be with our visitors as
well. If no tours are going out that timeframe, a ambassador is selected to
take them out while on shift.  The volunteer coordinator notifies the
campus visit coordinator also.  The volunteer is required to take two mock
tours and evaluated before they take a family out on their own.
