[civsa] Walkie Talkie Recommendations

We got ours through Verizon.  They are basically flip phones that are only
enabled to call/walkie talkie to 3 phones on our mini-network.  I don't
know the details because I inherited it, but we got them through our
Telecom office, which uses Verizon for employee cell plans, and they
handled it!
