[civsa] Counselor Fly-In Events Question

Hello Everyone,

For schools who have a counselor fly-in program.  What kind of policy do you have around counselors saying they are attending and then canceling after travel arrangements have been made and purchased?  Do you have language up front with a penalty involved?  Do you just eat the cost?
