[civsa] Tour Guides Who Don't Give Tours

Hi Kristen!

Sorry for the slow response. I attached a a couple pictures of our flow
chart that is next to their sign-in sheet.

For the most part there is always *something* to do for them, it's just not
always glamorous or their favorite project. Right now I am keeping them
busy with the constant stuffing of envelopes as acceptance letters head out
our doors.
