Well with each of three questions they receive (two of which are typical questions from tours.... "situational interview questions") our exec board and managers are evaluating their public speaking on the following criteria (and more):

Eye contact
Voice (volume, clarity, etc)
Polished (um's, likes, etc)
Enthusiasm
Quality of Answer
Engaging
