[civsa] Personalized Visitor Parking

We are not a large university, but we do have reserved parking for our
prospective students. We have 11 spots and we change out the parking signs
from the morning to the afternoon if we have to. Or, if we have a really
large visit day, we do not put in personalized signs that day. The
personalized signs are inserted in a plastic placard which protects it from
the weather. Our guests frequently take the sign out and take it home.
