[civsa] Tours and school closures due to inclement weather

Hi Kirsten,

If the university closes for inclement weather, then unfortunately we also
cancel our tours. Our reasoning is that the only university buildings that
are open are hospital buildings. Therefore, snow plowing, de-icing,
salting, etc. has priority on the hospital buildings. It would simply be
unsafe for our staff and guests to tour the campus. Fortunately, this has
only happened once in my career.
