Thanks a lot for the feedback. We have very similar regulations in our handbook this situation was just unique since it was a campus leader who is a tour guide (among 50 other things lol) but got in trouble within his RA position and unfortunately if you do something that impacts employment in one area then I have to review things since this is seen as an exemplary position as well.
But certainly thank you for the feedback it helped a lot with the direction I needed to go in with this.
On another note were you able to get ahold of Philly and speak with her about assisting with a Regional Event?

At Georgia State, we put the expectations in the tour guide handbook. I will try to give verbal counselling for small minor infractions but when something becomes a pattern or a major infraction has occurred, the tour guide will receive a verbal warning that includes a follow up email. If it continues, we then go to a written warning that we consult with our HR liaison on as they are particular about the language. We always reference the handbook and what our expectations are. If the problems continues, then we dismiss the tour guide.
Also, in the handbook, we state that the tour guide position is by semester. This way, if we feel that a tour guide is not working out, we simply do not renew their employment.

At Ohio State we have a fairly rigid accountability process (but our staff is paid so that helps). When they are first hired, we go over all of our expectations, and how one might receive a shillelagh (aka strike). The Shillelagh policy is attached.
When a guide receives a shillelagh they are sent an email and they are asked to come into the office to fill out a form acknowledging they understand the consequence. This form is also attached. Half of it is turned in to be kept in their HR files, they keep the other half for their own records. Once a guide earns six shillelaghs in one academic year their position is terminated--so when they earn 4 or 5 shillelaghs I meet with them. We discuss concerns and strategies for improvement at this meeting--attached is a sheet I use to capture what was discussed at this meeting. Again, a copy of this form is placed in their HR file and the other is sent home with the guide.

Here are 2 examples of the document I use at Augustana. We call it an Expectations Agreement. I amend the document to fit each student's issues using citations from their Employment Agreement. We meet with the student to discuss this document and our plan for follow-up. Luckily, I haven't had to use this document in over a year.
