[civsa] tour guide uniform

Because we're in the desert, my ambassadors are allowed and encouraged to wear sunglasses.

Hats and visors may be worn as well as long as they have a UA logo or completely plain.

They can elect to wear their polo or Oxford and appropriate shorts or pants or jeans.
